On the other hand, Conrado Higuera Sol 'Don Sol', was getting involved in politicsas an adviser to senior officials in the political party that was ruling Mexico by that time. His first major blow was when he disclosed evidence about the Governor of Jalisco with money laundering for the Guadalajara cartel founder, Rafael Caro Quintero, with the purpose of climbing positions in the government.

In 1988, a new presidential term began and a new president took office. During this time 'Don Sol' would get a strategic position in the Mexican government under the command of 'General Blanco', a key character to over throw the 'Boss of Bosses'and help drug trafficking to become institutionalized in Mexico.

The arrest of Miguel Angel and Amado, lord of Juarez and one of his trusted men, made clear the deals between the Mexican government and drug lords. The game´s rules had changed. "He doesn’t want to change the rules only, but to become the game's owner" said General Blanco to Miguel Angel while demanding his cooperation.

'General Blanco' met with all bosses that were under the command of the 'Boss of Bosses' and let them know the new organization of the territories. 'El Chapo' got what he always wanted, to become lord of Tecate, Baja California, located in the north west of Mexico.

In a strategic move, 'El Chapo' seized the evidence that Miguel Angel´s lawyer had, showing the complicity and corruption he was part of due to his operations. Such as payments to soldiers, politicians and all people he had bribed.

The Mexican government did not welcome the blood shed that caused Miguel Angel's lawyer death, or the ambush to murder Avendaño brothers in Tijuana. So,'General Blanco' met 'El Chapo' to give him the first and only warning.

For US government officials, drug-related violence has reached alarming levels sothey suggested, as a threat, to name Amado lord with the purpose of controlling thewar between 'El Chapo' and Avendaño brothers. Then Amado took action immediately and although 'El Chapo' didn’t want to, he agreed on a truce.

Peace didn’t last long. Benjamin and Ramon Avendaño plot an evil plan to intimidate 'El Chapo's' people, which provoked his anger. Joaquin Guzman planned an ambush to end with his enemies at "Christine" night club. However, his plan failed and dozens of people died.

'General Blanco' claimed Amado his lack of leader ship to achieve peace. When he realized that 'El Chapo' had no intention of following rules, he decided to get rid of him with a master plan and at the same time ful fill the government orders of eliminating Juan Jesus Posadas Ocampo cardinal for criticizing the regime and rebellious movements.

Followed by the murder of Posadas Ocampo, Don Sol would decide Guzman Loera's fate. During a meeting with Amado and 'General Blanco', he advised them to blame 'El Chapo' for the cardinal´s murder and keep the version of the crossfire. Then, El Chapo's capture was ordered immediately.

While 'El Chapo' was being chased, 'Don Sol' made a master stroke that took him to the top of power. When he found out that 'General Blanco' had multiple rape accusations against women, 'Don Sol' took the opportunity to get rid of him and looked for the journalist who wrote the article to destroy his image and career.

In the meantime, Amado followed 'El Chapo´s' steps and alerted the 'General'about an important cocaine delivery in El Salvador. The DEA was aware of theoperation also and together with the Mexican government joined forces to set a trapand capture 'El Chapo'.

The news about 'El Chapo´s' capture would be remarkably announced by 'General Blanco'. However, he was removed from his position as an intermediary between the government and drug traffickers when 'Don Sol' told the President about the General´s article on his criminal record.

'Don Sol' became the new messenger and coordinator of government operations related with drug trafficking. His first job was to negotiate with 'El Chapo' to keep confidential information about the president´s ties with drug traffickers. 'Don Sol' threatened 'El Chapo' with murdering his family if he didn´t fulfill his orders and demanded him to confirm the version about cardinal´s death in the crossfire.

Guzman Loera offered him information that would destroyed one of the president's greatest enemies and 'Don Sol' promised to transfer him to a lower-security facility in exchange for the information, which had to do with deals made by the governor of Baja California, Ernesto Rubio (first candidate of the opposition inwinning in 60 years) with Avendaño brothers.
