Time is running out before the Governor of Puerto Rico, Ricardo Rossello steps down and the island still does not know who will replace him. Pedro Pierluisi was named secretary of state, but his nomination has been met with disapproval and his confirmation is uncertain. Lorraine Caceres explains.
