“There are a number of key groups we need to be looking at, says Page Gardner, the founder of The Voter Participation Center, a non-profit organization helping people register and vote. One is the people who did not vote in 2016 and another is the 17% of eligible voters who are defecting from the Republican party in the battleground states. A third group comprises new registered voters. "All of these trends are in favor of the vice president at this point,” says Gardner.
