As cases surge and hospitalization rates increase in many states, people all over the country packed beaches this weekend - except in parts of South Florida - to celebrate the 4th of July. Florida reached a new record for confirmed cases and Texas is now mandating face masks. Officials worry reopening may have happened too fast.
