US Secretary of Homeland Security says constructing the wall "is not the smartest investment"

Jeh Johnson is in charge of the fight against terrorism in the country and of all immigration agencies. He says that the government should keep its promise to the dreamers and that a wall doesn't always prevent people who are determined to cross over it from doing so.
